Check your passport and entry status#
For the usual overseas visitor route, check your original passport and the stamp or sticker proving Temporary Visitor status. If you use an automated immigration gate, check the official eligibility guide for how to obtain that proof.
Japanese nationals living overseas cannot purchase passes or reserve seats through JRPR. Some may qualify for an overseas-agency Exchange Order under the separate residence and documentation requirements. Prepare the required evidence before buying and present it again at exchange; overseas residence alone is not sufficient. Use the official Japanese-national eligibility conditions and confirm the documents with the designated seller. Neither “every foreign national qualifies” nor “all Japanese nationals are excluded from every purchase route” is accurate.
The separate overseas-national route requires an original Japanese passport and specified proof of at least 10 consecutive years of legal residence in one country. Obtain the required consular Copy of Overseas Residential Registration or Certificate of Overseas Residence before purchasing the Exchange Order and within its six-month issue limit. Present the same passport and evidence when buying the Exchange Order and again when exchanging it in Japan.
The accepted document types, official electronic certificates, address-history evidence, under-12 dependent-child exception and special permanent-resident-card conditions for the United States, Brazil and Canada are explained in the current official documentation guide. Confirm your own documents with the designated seller before paying.

Nozomi and Mizuho have additional conditions#
To ride Nozomi or Mizuho with a national pass, buy the special ticket before boarding. For example, the official table lists ¥4,960 for Tokyo → Shin-Osaka. This is an addition to the pass price, not the full fare of an ordinary individual ticket.
Use the special ticket together with a valid national pass, matching the route, direction, train and class. An Ordinary pass holder cannot use a Green Car merely by buying this special ticket. Nozomi and Mizuho special tickets
JRPR does not reserve Nozomi or Mizuho trains. Use the separate special-ticket purchase steps before boarding; a seat search or ordinary JRPR reservation does not buy this additional ticket.

Regional passes have their own rules#
JR Kyushu passes describe covered Kyushu Shinkansen services, including Mizuho within the valid area, but exclude the Sanyo Shinkansen between Hakata and Kokura. Do not copy the national pass’s Nozomi and Mizuho rules onto every regional product.
See Kyushu pass coverage and JR West passes for Hakata–Hiroshima for the differences on actual routes.
Can international students living in Japan buy a pass?#
| Product | Key conditions for students |
|---|---|
| Nationwide JAPAN RAIL PASS | The foreign tourist eligibility route requires Temporary Visitor status. Student residence status does not itself allow purchase and exchange. |
| JR Tokyo Wide Pass | Check the requirement for a passport issued by a country other than Japan. Eligibility differs from the national pass; no separate student discount is offered. |
| Other regional passes | Check each product’s nationality, residence status and original-passport requirements. Do not extend one product’s conditions to another pass. |
A short holiday does not automatically change a student’s residence status to Temporary Visitor. Successful payment does not prove that an eligibility check has been passed. Compare national-pass eligibility with Tokyo-area product eligibility before buying.
What is not covered by the nationwide Japan Rail Pass?#
The nationwide pass does not cover every train or every charge. Common checks include:
- Most subways and private railways; limited named through-route exceptions do not create general coverage.
- Nozomi and Mizuho without the required special ticket.
- JR highway buses and some local bus services.
- Accommodation above your pass class and separately charged facilities.
Read the complete nationwide-pass conditions. Regional products have different boundaries; use the exact pass name when checking a route.
